FEDERAL GRANTS MANAGEMENT SEMINAR 2026

Join us for this in-person, two-day seminar designed for administrators and staff responsible for managing federal education grant funds. The Federal Grants Management Seminar 2026 will provide a comprehensive overview of the Education Department General Administrative Regulations (EDGAR) and the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Grants Guidance or UGG), the cornerstone regulations governing U.S. Department of Education grants.

Each participant will receive a complimentary copy of Bruman’s newly released 6th Edition of the Administrator’s Handbook on EDGAR.

What to Expect

Expert speakers from The Bruman Group will guide attendees through the latest updates to EDGAR and UGG, breaking down key requirements and discussing how they apply to your federal education programs. Topics will include administrative system requirements, cost principles, and audit standards.

Participants will also gain insight into common audit focus areas, such as time and effort reporting, procurement procedures, documentation requirements, and cost allowability, and learn practical strategies to ensure compliance and reduce audit risk. Interactive group discussions will allow attendees to share challenges, experiences, and best practices in managing and tracking federal funds.

We will focus on the Education Department General Administrative Regulations (EDGAR) requirements, as well as the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Grants Guidance, or UGG), applicable to U.S. Department of Education (ED) grants.

Registration Fees:

Can I use my credit card?

Yes. Credit card payments are encouraged. When you pay by credit card, your payment and registration are processed automatically, meaning your seat is immediately secured.

Can I pay by check?

Yes, checks are accepted (no personal checks).

Can I use a Purchase Order (PO)?

Yes. To register with a purchase order, select “Check” payment at checkout.

  • Email a copy of the PO to andrea.torrez@scccd.edu before the training.

  • If your PO is not received at least 14 days before the event, your registration may be cancelled.

  • Your registration is not complete and your seat is not guaranteed until we receive your PO or payment.

Can I register more than one person at a time?

Yes. You can register up to 10 participants in a single transaction.

Can I obtain a copy of my receipt?

Yes. A receipt will be automatically emailed to you once your registration is complete.

Learning Objectives:

By the end of the Federal Grants Management Seminar 2026, participants will be able to:

  • Interpret and apply the core requirements of the Education Department General Administrative Regulations (EDGAR) and the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Grants Guidance – UGG), including recent and upcoming regulatory changes.
  • Implement effective internal controls for financial management, procurement, equipment tracking, and time and effort reporting to ensure compliance with federal education grant requirements.
  • Determine cost allowability and allocation in accordance with federal cost principles, and understand current updates to indirect cost rate policies and the emerging Financial Accountability in Research (FAIR) model.
  • Recognize common audit findings and risk areas identified by the Office of Inspector General (OIG) and apply lessons learned from real-world audit case studies.
  • Evaluate new federal policy developments impacting higher education and grants management, including the transition of Career and Technical Education (CTE) and Adult Education and Family Literacy Act (AEFLA) programs to the U.S. Department of Labor (DOL).
  • Navigate emerging federal issues such as competitive grant terminations, Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) compliance, and civil rights enforcement in federally funded programs.
  • Engage in interactive discussions and case-based exercises to strengthen understanding, share institutional practices, and develop strategies to ensure full compliance and fiscal accountability.

Attendance FAQs

Q: What time does registration begin?

A: Registration and check-in open at 8:30 AM (local time) unless otherwise noted. The seminar will begin promptly at 9:00 AM (local time) each day.

Q: Are on-site registrations allowed?

A: Space is limited, and on-site registration cannot be guaranteed.
If seats are available, on-site registration will be permitted for an additional $25 per person on top of the standard registration fee.

  • Payment must be made by credit card only.

  • We strongly encourage advance registration to secure your seat.

Q. What should I bring?

A: We recommend bringing the following items for a productive experience:

  • A fully charged laptop or tablet for note-taking (charging outlets are unavailable).
  • A portable charger for your device, if needed.
  • Business cards for networking with trainers and other attendees.
  • Highlighters and sticky tabs for use with your handbook.

Q: Will meals or refreshments be provided?

A: Lunch will be provided each day as well as  coffee, water, and afternoon snacks.

Q: What will I receive with my registration?

A: Each participant will receive:

  • A digital copy (via email) of the PowerPoint presentation, and
  • A printed copy of The Bruman Group’s Administrator’s Handbook on EDGAR (6th Edition).

Travel Logistics & Parking

Where is the training located?

The seminar will be held at: The Palomino Event Center, 2111 Tuolumne Street, Fresno, CA 93721

What is the closest airport?

The nearest airport is the Fresno Yosemite International Airport (FAT), located approximately 10–15 minutes from the event center by car. Please note: There are no convenient public transportation options, so rental cars, taxis, or rideshare services (Uber/Lyft) are recommended.

Are discounted hotel rates available?

There are no discounted hotel rates for this training. However, Fresno offers a range of nearby lodging options. Most hotels are located near the River Park Shopping Center (about a 25-minute drive from the venue).  For your convenience, we compiled a list of several available within 5 miles of the training site, each rated 8.0+ and offering complimentary breakfast:

Is parking available on-site?

Yes. The Palomino Event Center offers 75 free on-site parking spaces for event guests, available on a first-come, first-served basis. If on-site parking is full, additional parking is available across the street at the CVS/Ace Parking Lot, located at:

CANCELLATION POLICY & REFUNDS

All cancellation or transfer requests must be submitted in writing via email to frank.nunez@scccd.edu.
Refunds and transfers for this in-person event will be processed according to the schedule below.

Transfers:

  • Attendee substitutions are allowed at any time before the start of the event. Simply email us with the replacement attendee’s name and contact information.

Cancellations:

  • 21 or more days before the event: Full refund granted.
  • Between 20 and 7 days before the event: Refunds will be issued minus a 25% administrative fee to cover processing and event costs.
  • Less than 7 days before the event: No refund will be issued. However, event materials will be mailed to the registered participant.
  • No-shows: Refunds are not available for no-shows for any reason.

  • Can someone attend in my place?
  • Yes. If you can no longer attend, you may send a colleague or substitute to take your place. Please email andrea.torrez@scccd.edu in advance with the replacement’s name and email address.
  • What if the staff member who registered has left my organization?
  • We understand that staffing changes occur. Cancellations and transfers will still follow the same policies listed above. Please contact andrea.torrez@scccd.edu as soon as possible to arrange a transfer if needed.
