Employment Training Panel

In Fresno and Madera counties, the Training Institute at State Center Community College District offers a vital opportunity for businesses to upskill their employees through the Employer Training Panel (ETP) funding. This state-funded initiative is designed to assist employers by subsidizing the costs associated with job skills training, which is essential for maintaining high-performance workplaces. The ETP program is funded by the Employment Training Tax, which is collected alongside the Unemployment Insurance tax paid by California employers.

Who Qualifies?

To qualify for ETP funding, employers must meet specific criteria, including being subject to the Unemployment Insurance tax and the Employment Training Tax. Additionally, they must employ one or more full-time employees working at least 35 hours per week and be associated with an industry identified by ETP as facing out-of-state competition; exceptions may be available for ag-adjacent companies.

How We Can Assist

The Training Institute facilitates access to ETP funds and manages the training process, offering programs both onsite at employer locations and their facilities. The training available is diverse and can include areas such as Food Safety, Supervisory Skills, Soft Skills, Computer Skills, and Customer Service. Importantly, the training scope is not limited to these areas, allowing companies to tailor programs to their specific needs.

Employer Commitment

Employer commitments under the ETP program include ensuring employees attend and complete the training, retain employment for at least 90 days post-training, and pay employees at least the minimum wage of $16 per hour after this period. Employer is willing to provide Employee identifying information including Names, Social Security Numbers, Wages, Benefits, Ethnicity and Educational Levels. Employers are also responsible for compensating their employees during the training sessions.
